Civil Service work insignia

Description

Though the terms "civil service" and "civil servant" apply to persons who serve the Republic state apparatus in all its levels, including local government agencies and emergency services, the official term Republic Civil Service donates civilians participating in salaried military-related work. These include technical experts, construction personnel, logistical services, scientists and researchers, instructors and civilian liasons.

These individuals are ranked according to their respective expertice, mostly corresponding military officers and warrant officers. Civilian contractors usually head large groups of regular soldiers to use as assistants or a capable labor force, i.e. a construction supervisor could use other civil servants, military engineers and technicians in their task.

Civil contractees are STRICTLY non-combatants. But they can follow rear-eschelon units into the field.

Rank is divided into five CS paygrades:
CS-1 Civil Servant (OR-3) is the general worker, if military personnel are not suitable for labor or as assistants.
CS-2 "Foreman"(OR-6) leads small groups of CS-1s. S/he is the first supervisor for workers working on projects.
CS-3 "Supervisor" (OF-1)) leads work forces, usually specialized into a certain task (e.g. in construction masons, carpenters, electronics fitters, etc.)
CS-4 "Overseer" (OF-2) is the head in-situ, heading projects in the field and reporting to the next level.
CS-5 Administrator (OF-3) is the overall leader of a civil servant task group, heading large projects for which the military has outsourced help. S/he reports to a military official(s) who has been selected as project lead.

These insignia are used on government-issue Universal Work Uniforms and New Combat Uniforms (usually in MIRAux pattern). The pins are the same as on the Class A lapels.

Is CS-5 Administrator equivalent to Major/Lieutenant Commander (OF-3)? I'm asking this because elsewhere you use similar insignia to denote the rank of Captain/Lieutenant N.
